When i start it with run.bat, just say "connection refused:Connect"

Perhaps try to uninstall all JAVA files you have, you can use a program called "ccleaner" what will do the stuff for you.

I did that and then reinstalled the latest version of Java, but the error still happens.

Fixed. The permissions on the temp folder were not set correctly. The user may have had a virus at some point, so I instructed him to run full updated virus scan in addition to correcting the permissions of his temp directory folder.

What does your run.bat say?
It might not be where you placed it, but i think the .bat file is pointing in the wrong direction.
