We still whack inactive places from now and then because its amazing to find how other people built their homes and what they stored and where and blueprints and such.

Yes but my vault you raided was incredibly shit, got some wg steel which is good but that was it.

So, now a raider has to have scents pointing to hearth-fires inside the vault in-order to raid it? Since when were there rules to Haven and Hearth?

A BW small BW indicated a vault is always fair game. Scents/loot doesn't have to be involved.
