I prefer to play in small tight-knit communities, but I imagine some cities are so large that the individual members don't even have all the other members kinned, so it's believable that the general membership didn't know about the DDoS. Dis had about 50 members when I was playing actively... It's true you don't have everyone kinned but you pick them up after a while. The only ones you'll be missing after a few months of porting around the idol are like, farmer/crafting alts.
