The term "Hearth Vault" was coined to mean an IMPENETRABLE place to stash your HF in so you are free to go about murdering/raiding/whatever heinous crime without being summed. A-lot of people seem to not understand what a Hearth Vault really is. I know I once was unlcear on it. However, I know now what it actually is.
To put it simpler: If you can ram it, then it's not a Hearth Vault. Just a cheap immatation or just simply a settlement.
Besides..if you look closely right next to the Idol, there's a Hearthfire. That could be the owners. Not very good for someone who doesn't want their character force summoned.

Actually that isn't true. Impenetrable hearth vaults are impenetrable. Normal hearth vaults (which are far and few between now it seems) are penetrable. If you take a look around some W5 threads I'm sure you'll find some regular vaults.
Also the hearth fire outside is likely the lawspeaker alt.
