I don't know who Pofor is/was, but an IP ban isn't going to stop anyone really. Unless I'm mistaken about IPs and all(I could be, I don't know much about computers) a person can just get on from a friends computer at their house or at the local library(assuming one has one).
Though that'd just get them in even more trouble becuase it'd be avoiding a ban..but just saying, it is possible.
