Brodgar is a concept that interests me, it offers a playstyle on haven that is almost civilised. Personally I would be very very interested in seeing this place endure. Though, from basic observation, there are a few requirements for this :

1. Active leaders
2. Active police force (to prevent internal raids and some external raids)
3. Support from large factions to deter outer raids

If those 3 things pop up you'll have a successful Brodgar. Otherwise one of the factors above will eventually cause the town to disband and break.

i think the problem is not so much how it is being maintained, but rather when it started. instead of starting in the beginning of the world when everybody is equal, it started so late in the world that people cant really defend against a lot of the factins, or just people who want to come in and wreck shit

Agree. Instead of Brodgar becoming a real power now it must rely on other powers to survive and that is obviously bad for independed community.

Depends, if players from big factions are encouraged to have a brodgar alt for trade and/or recruitment then brodgar's safety/neutrality become an asset to all involved.

the problem with neutrality is that instead of people seeing it as "i have no reason to raid this place" they see it as "i dont anger anybody by raiding this place!"

Hrm, didn't think of that. I was considering on the premise that people protect what is useful to them, however in the case of haven I can see this might well not be the case.
