As I said earlier, I've never managed to connect the IP address of an account thief with any other, actively played, account.

So because of one character the city got nuked?

Should just go ahead and nuke the other side too to make it a fair game. It makes it seem like some people are being favored even though both sides used the same kinds of exploits and abuses.

This pretty much sums it up. A whole village gets wiped due to someone's actions. The whole world suffers because Dis grows from it. There are still a ton of illegal vaults and bug abusers out there.
