Wasn't this way of building villages illegal?

I happened to run into this village named 42 on worldmap coord (-4, 119) while tracking down battery scents.
It's not that the scents/crime matter... for it's all legit committing crimes and risking being tracked down.
What bothers me is that I thought this was a forbidden way to build your village - spamming unrammable objects around your brick walls to protect'em.
I just want your opinions; if it's not considered illegal then I'll be more than happy to log in now and prepare to surround my own village the same way.

this is bugrams protection, since devs can not fix this bug now, players need to find their own ways of protection: authority objects, mineholes, pclaims, islands
there is a place for a normal ram, besides statues can be bashed by bear

thats pretty shitty. i guess theyre sort of protecting themselves, since you can still place a ram at the gate and knock that down and walk past the statue there, but otherwise no ram or bear will get in. the place could be nuked im sure, since things were nuked for less, but i guess its not really illegal..? i wish i could do this with my place, but id bet that id get nuked before these guys, so it wouldnt be wise.

Around 450 maybe even a little higher or lower
