its the guards fault , they get bored and spar with eachother and any customers willing to do so.
perhaps have a sparring area for the bored guards, then you'll be able to see any actual thefts.

and not sure how a pclaim will help., you'll have to personally kin every customer (would hate to see that kin list), and there could actually be more scents (at the gate at least) (tresspass if not kinned and forget that criminal acts is on)
