I was told in-game that it did not apply. (For a q43 bluebell).

Whoever runs the trading alt itself told me no, when I asked specifically about the bluebell. They said that 20+ was a "range" that they bought in, so it'd need to be at least q50 or 60 for any kind of multiplier bonus. Decided it wasn't really worth the hassle at that point.
