Maybe the theft victim would've been content with return of stolen goods and an apology, and maybe a stern talk would've been all it took to reform the thief. I probably solved like 75% of my cases back in world 3 with these methods. Heck, a good part of thieves and victims ended up trading with each other (and me) after a bit of diplomacy. But I guess murder is easier than a proper investigation and devising win-win solutions.
