I don't see how that's hypocritical at all. Everyone talks about all these rules for making a village and recruiting for one. Is is smart for a recruiter to ask someone to have an established forum name before letting them come to their village or not?

It is in his village (or at least he is recruiting for it) so he must have already met any requirements his village may have. I think the question you two meant to ask is why doesn't he have a post count over 30 if he is requiring others to; instead you nit pick without thinking.

because he/she is telling others to post on main while he/she doesnt?
and if that is his/her main, why does he/she think "over 30" post count makes it an established name?
its almost like asking candidates to "spam first on the forums before applying" to me, nothing smart i can see here.
