I just started playing this game a few days ago. So i dont have alot of experience.
I live in europe
Im willing to make a new charactar
I DO NOT have a voice program (skype)
And as i said I just started playing

I strongly suggest hermitting for a bit as very new players arent likely to contribute to a town, rather only cost them and so you will have a hard time finding a nice town right now.
Play a bit, find out how everything works for yourself and try again.
This is only my opinion ofcourse, maybe plenty towns are willing to take you in anyway.
