Sure you could get an insurance for your store, then after your store gets robbed you can collect the insurance and you'll be economically fine. However, that doesn't mean that you want the thiefs to run free.

Edit: Some would even argue that punishing the thiefs is more important than getting the economical compensation.

The claim is ~20x16 just from eyeballing it. That's 320 tiles and 80,000 authority to declaim it. That translates to a village and 2 statues to declaim it.

This isn't a post to say that the idea is right or wrong, just to qualify some numbers.
