As I know the area, I can say it's most likely Plague Doctor Diego/associated russians. Believe they are currently wearing CCs other than that idk. Pretty sure I know where they live, though it looked like there was considerably more than just 1 friend murdered if I'm right, around where he means I found a place with atleast 10 murder scents.
