Such things do not need any real system. No need to make anything that complicated.
See someone who is not in your contacts? Add the contact, ask questions which village the person is from and decide whether you want or not make some agreements. If you want to ask for protection of a peaceful project, just type your thoughts in the conference and get the responce.

I think in that way skype chat will be something like irc channel or RuSkype. A lot of talking and eachone would pull the blanket over himself.
