That doesn't always apply. Having a palisade increases the required skills and stats one needs to get into your plot, and that rules out a lot of people (even fencing your plot is already enough to stop opportunity griefers). What remains are the developed characters, most of which won't waste their time to bash their way into your claim, because they /know/ there's nothing there. With a palisade the few you will have to worry about are the real assholes who kill and raid weak players for fun (I know a band that charges a weekly payment from neighbouring noobs just for fun, for example).
It is very difficult for a newcomer to integrate into a village. First because, outside of this forum, there's nobody in the game that invites him. There is always mutual distrust among veterans and beginners due to ignorance of the character and intent of the people.
It's not that hard for a newcomer to join a village. I often offer them already built places for them to practice their gaming skills without dying so quickly, and I still do in case you're looking for that. The major issues I've had was players quitting without notice or expecting everything to be done for them without making an effort for it, and other village owners I know complain of the same thing.
