I think you should make it clearer what we should expect from this, and what you are expecting to accomplish. You're selling an idea, and we're buying it with our time, which is a very precious resource in this game.

What would or could be decided in the meetings? Creation of no pvp zones? Collaboration on community projects? How would you enforce that? How will meetings go with the massive Slavic community that doesn't speak English? What benefits are you offering for the little people who own hermitages or 3-people villages?
How about elections? If a DIS candidate wins as president or some similar office, what makes you think AD will respect anything that comes from him?

I don't mean to be sarcastic, those are genuine questions that, at least for me, have to be answered.

anyways...
I picked up the terms serious LSs and pro players.
Makes me think that there probably is a network of players that trust one another in my H&H.
How cool it would be to introduce myself, I have not had the chance in my travels.

....someone already gave you the formatted version already, it was something like "looking to unify villages, PM" or something like that. Why do you insist in this ?, people had already told you "players are too simple minded for this burocrathic stuff", players are only concern in either kill a fox if they are noobies or kill noobies if you are a PRO.

i know this has been said b4 but when trying to build something you must start with something simple then find a few others to help build around that one simple thought but what you did was have that simple thought and rather than talking to the member of this world you said "hey lets set this up so it's run my my rules" and went about making a crap ton of law and bylaws and the works which is a nice feat in itself but dose not fit with the way of haven it's a good thought but rather than making the rules yourself and just exspeting everyone to go along with it you should find out what others think then work it up that way. also as someone stated the times IRL for the LS of villages and the meeting times would a rather tricky thing to work out and most likely end up being one of the biggest headaches should your system ever get off the ground. i'm not willing to go back and find all the quotes i'd like to use but needless to say your system will never work in haven for the few simple reasons of the mind set of the players
the few that would go along with this plan of yours would not last.

having to meany rules can be more harmful than not having enough

there are alot of players that even when in a large village don't obay the rules or hermit inside the village and never realy interact with the other members of it
and then you have your players who just don't give a crap about what anyone else thinks and stand in there own ways (i'm on of this type for the most part) and will find all of this to be a big joke with no value other than to try and destroy or twist and for the last thing i would like to say you leave way to meany loopholes in the way you word things
