When this bug happens (happens with other togglables, too), just turn swimming OFF. The server still see's it as on, even though YOU see it as off. Happened millions of times to me and i just deal with it without even restarting cuz lay-Z.
EDIT: Don't take it as gospel for every client tho

He toggled it multiple times, I think it may be xcom's client that can't be fixed like that because thunder can be. I also had to relog twice while out because my right clicks were no longer working...
