I do disagree with your implication that people's unwillingness to jump on this train stems merely from lack of sophistication.
It's not lack of sophistication, it's more, how do I put it... striving for a more efficient path from point A to B. I read and understand all the things written in the OP, and can follow them, however it's simply more efficient to put what he's trying to say in a simpler form. No one wants to read a wall of text, memorize a bunch of rules, and constantly be called out on breaking them. This whole thing could have been put in a much easier and better format than the one it is now.
In addition, for the OP, in the context of you trying to make this official and airtight, people will always try to find workarounds in your rules. An example of this is earlier when I said "There is no limit on offices so I want to be president and vice president," and others are bound to find other workarounds within your writing as it's not exactly hard and workarounds are easy to find. If you had put your rules more simply, even if you had fucking cut them down and made them in point form to make them more socially acceptable rather than making it seem official, no one would be inclined to pick through the rules to find something that could be used to their advantage.
