Having played with Rozn, I'm not surprised. Written social contracts are not a panacea. Sometimes bad seeds get through. It's all on a basis that the players know what they're getting themselves into. They're much more inclined to follow the rules having agreed to them, moreover, there have to be rules set in the first place, otherwise, people are inclined to invent punishments when they feel wronged.
I'm rebuilding Bevelle in W7 and going to live a nice peaceful life, so this looks interesting, though I tend to stay out of politics . Sadly work hasnt given me much time to play HnH.
