Shining City

Hello! I have recently returned to Haven and Hearth after a year and a half break. I've decided to start fresh in World 7 with a friend of mine and we're working hard to stay alive I'm currently trying to pinpoint my position on the World 7 map so I know in what general direction I should head to found a more permanent base. I stumbled upon a few towns so far but I am only able to remember the name of one. Shining City.

Is there anyone who knows in what general area Shining City is located, what sort of people are running it?
