Making contact with large factions?

Is it possible to make contact with leadership in AD or DIS or any other large factions? I need to ask a few questions if at all possible. Thanx in advance for any who are helpful.

Koya doesn't really care about "politics" AD does last time I checked, if you want a "leader" that isn't a lawspeaker but does most of the leading probs find some oldtimers like Mulder or Davis.
