How the group reacts towards others is up in the air. This could range from an "Eemerald City" policy of virtual neutrality or towards a baneful raiding group that is ultra-cooperative between its members.

as much as I always liked these ideas (time permitting), I don't know what extra my town for instance would benefit. We already have a system, so to speak, of engagement with other towns and the such. A set of rules for how our village is run, which apart from the main rules, the rest is pretty open for members to change, or add to, dependant on their game style. so basically, what are the benefits, in a nut shell?
The goal shall be the same of any league of nations, to promote peace and unite people under a common general staff elected by all villagers. This does not necessarily remove large or powerful villages from such a situation, but I have seen that most aren't happy to join. The benefits I can list now are only limited by my imagination, and that is what I think is what is good about the community. Perhaps it can allow you to compete in interesting events supported by such the committee such as the old arena that was supported, but these will be decided by the delegates at a later date or built by individual villages. For now the possibilities brought by such a power structure are yet to be discovered in whole.
