Trying to build another Brodgar is pointless if you don't start with a strong core group of people. Otherwise it will be torn apart by the usual bunch of asshats.

It would work if you built it in island that is being guarded 24/7 with warriors and let only newspawns inside.

There were many, many attempts at things like Brodgar... In w7 there were 2 or 3 Brodgars themselves, and one "Oak" village with very similar style, and each one of them failed because of noobs quitting the game, since there's not much early game content so people give up.
Don't let history repeat itself.. Again.

Don't do it. It seems like a legit, cool idea, and then it turns into an endless raid.

You will become overwhelmed by all of the death and destruction to the point that you will want to quit and abandon all the poor souls stupid enough to remain there.

It is not a good idea. Especially this late in the world.

Or you could create it covertly and then once you have a fortified starting spot open it up. :)
