I have run role-playing settlements in the past. They tend to be small and casual, with only a spattering of active players.
In it's past iterations, New Brodgar has housed a plethora of roleplayers, often inclined to roleplay via ingame chat. Unfortunately, there will also be conversation in game that is clearly out of character, which needs be ignored or converted into in-character conversation with healthy suspension of disbelief.
If you can overcome the occasional immersion breaking ooc talk, you will be left with the best of both worlds: Roleplaying and an active/vibrant city.
