Your ideas are just unequalizing the horse advantage around the server. If some people will have q 10 horses, and some other could have q 60, people with q 60 horses will stump the first group. The problem is the balance. The key problem with the horses are:
1. They are finite and depend on q. So, if your horse is better, you'll be able to chase the person who is escaping eventually. Whereas if 2 hearthlings with equal stats are involved in a chase (one chasing another), the chase can continue forever. J&Lo has attempted to balance this with letting people to regain the pony power via hearth magic.
2. Your horse can be attacked and scared off, so you'll lose it and get surrounded. On the other hand, you can dismount the enemy riders (another balancing update by the devs).

The noobs could never compete in terms of PvP in politics. The only way they'd have is to join some other force or become friends of theirs (like you). The funeral buff encourages the players to join the kingdoms at least for the sake of minimizing the damage from their death.
