I disagree. If anything I could be persuaded by an argument that it should be possible to teach them once you have discovered them.
Consider adding sparring dummies that one person can teach a maximum amount of moves to, and allow other people to fight it/learn things based on whether or not they win a fight with a dummy that has that move, instead of it just being a peer-to-peer semi-instant discovery system. Straw, nuggets, dreams etc, and break after X uses. That way, you need combat ABILITY and understanding of the combat system to get those discoveries. I had to learn the combat system via sparring, and I didn't kill bats on my own until I had 30ua/40agi. I didn't even try, and once I did I felt really stupid for not doing it sooner.
Even now I can just be a dipshit with a bow and learn sting if I stare at a boar long enough for its defenses to have a gap. It would, however, take away some of the risk of say, getting Cleave from a bear in any way that's not cheesy.
