I wonder if the people who can't seem to think how to encourage pvp realize everything about the game is meant to discourage pvp.
Infinite time progression almost instant loss of progress.
Very very very small playerbase. Only a percentage of mmo players are interested in pvp and while a game like haven attracts way more pvp-ers than a regular mmo it doesn't only attract pvp-ers.
Said playerbase lacking in noobs who let's be real is what pvp-ers are looking to pvp. It has to be frustrating to either try and lose or try and gain fuckall because the other guy knows how to take as many precautions as possible.
The actual reward of pvp is very hardly ever worth it past the need to see the world burn. Most of the stuff one can get from pvp is usually easier to make yourself again noobs would be more profitable but right no noobs.
Political conflict which can create pvp even when the material gains are small is very limited. The community is tiny and incestuous. Everyone knows everyone.
Want more pvp well you'll have to work for it and it may never succeed anyway. Make the game a lot more casual to increase playerbase. Make winning at pvp more rewarding while losing a lot less punishing (if it's a 0 sum game it's hopeless). Allow opting out of pvp (might seem counter intuitive but it's not). But I have no hope of this stuff ever happening. The game seems more like a social experiment into antisocial behaviour rather than a game to me.
