Yet he rarely posts or provides feedback for C&I, but when it was announced that he has lost his seat.

Care to explain? You'd think losing a char you needed 3 months to build would be less hurting than losing one you needed a year for.
First of all, you would loose only 25% of your stats and skills + gain a very strong ancestor. Each time you would die at 25%, your ancestors would get stronger and stronger.
Secondly, the learning ability was not 130% like nowadays, but 360% + you would get 40% from a pearl necklace + robs + tea buff. So, if you get only 100k lp a day, back then it would be 400-500k lp a day.
Thirdly, you get only 30% of your character stats and skills nowadays. The other 30% depend on whether you would get your body back or not. In most cases, you do not.
Example:
Hafen: a 100 stated character dies. He inherits only 30 points of his battle stats (30 melee, 30 ua, 30 str, 30agi and etc.). The other 30 is received if he is lucky to get both the body and the scull. However, if you have been caught outside of your gates, ambushed, or the enemy uses supporting 0 stated alts to steal the bodies, you will not receive anything. Therefore, you have only 30 stated character.
Legacy: a 100 stated character dies. He inherits 75 points of his stats if he was changed to tradition (75 melee, 75 ua, 75 str, 75agi and etc.) + he receives an ancestor that gives 50% of his previous stats (50 melee, 50 ua, 50 str). At the end, you do not need to worry about getting back the body. You will get 125 stated character, if you work on your numens. If not, you still have the 75 stated character.
Hafen 30
Legacy 75+50 (numened)
You were talking about inexperienced hermit and noobs on the one side and powerful factions on the other; thus missing everything inbetween. You could be right in the way that there isn't much inbetween now, but that's pretty much what i cirtizise.
You need the stats if you hope to defend yourself solely. A regular village normally has only 2-3 fighters max, in comparison with 25+ of a faction union. If the regular village starts uniting with other villages and succeeds in defence, it is not an "inbetweener", but another faction. Factions unite into an uber faction and etc. So, even if you are not able to compete with the major factions, it is expremely unlikely that you will not get allied to some other faction with endless supply of food.
Example.
We have a No-botville village that got attacked by faction A-botter. No-botville have to ask B-botter to help them. Therefore, No-botville+B-botter are vs A-botter. A-botters ally Ni-botland village to balance their forces.
Botting faction + not botting village = Botting faction + not botting village
