Well, the legacy C&I is way different to hafen C&I isn't it? The point is, that Potjeh has give up on providing feedback and testing in Hafen. Hafen is the game we are playing, not the Legacy.
I have counted all my C&I posts and private messages to them (33+3-4). I am by no means the most clever person on the forum, or the most respected one, or the most unbiased one, or the most friendly and supporting one either. In fact, the devs have a lot of reasons to dislike me
However, the fix&response rate has been really good so far. I would say, anything that was based on actual experience, testing, argumentation was taken into the account. You have to realize that the devs are only two and cannot afford or actually can experience the stuff happening inside of the game. Therefore, we act as their eyes. It is our responsibility (if you want to criticize and whine) to provide clear,
tested, and more complex feedback regarding the areas of our concern. If you don't, or you have posted only 4 threads with something like "hemp ropes", or the "scents are dumb", do not act like you know how the game should work and tell the devs that they are doing two steps forward and one step back. Or slam the door.

Funny that this isn't what actually happens. I am no surprised that you have hoped to the most suitable assumptions though.
Yeah, the non-botting villages might seem to be satellites for you. But if the people they have can actually learn fighting and are capable of teamplaying, there is no difference between that guy and the major city member. People from the same faction share the technology, resources and etc.
We have fought and brought down on the knees the biggest faction that had both the numbers, industry and stats bigger than ours. My people, outnumbered twice by Pandemonium and their allies were able to bring them down. It is all about the mindset you have, not the stats.
It's also a pact with the devil, since help rarely comes for free.
A pact like "do not attack my allies"? Or "do not ally our enemies"? When have you heard of people demanding something substantial for an alliance? Can you provide any examples of the trend you are painting?

Botting Villages outweight everything else.
Botting is not everything. The history of Legacy shows that it is more about the experience, dedication and teamplay, than anything else. The strongest botting villages had to be afraid of non-botting ones.
I'll make an example for you:
You have two artists. One is experienced and has been painting for 6 years. The other one has never learnt painting from anyone and has no experience. Give the best paints and the canvas to the last one, he will not be able to beat the experienced guy, even if you will equip him with a chalk and a board.
