Since we dont have a rule system setup and there is no other source of law than devs, also called gods of the heartlands, canonical law could be summoned. What does canonical experts say? Retroactivity in laws is a divine right while iretroactivity is a human matter.

In case you haven't noticed, real-life judges aren't blessed with omniscience either. It should be obvious to anyone that if you're going to claim that you raided the Wizards, you should have very good evidence to back up that it was them unless it was a priori obvious from it being their main village/characters.
