If You really want catch up mechanics, do them by stage.
If character is new, it gains 80% stat gain bonus. 8% LP Bonus
If character has some stats but still is far away, 60%. 6% LP Bonus
If it's half way somewhere it's 40% bonus. 4% LP Bonus
If the difference isn't that high, there is no bonus (eventually 20% one, 2% LP bonus)
But there should be no bonus when You're very close. Those who started early or putted effort, should still maintain the top position, if You want to overthrow them, combine power of more people.
Catch ups mechanic reason to exist is to allow weaker/new ones to grow fast/big enough to provide a small threat. If several small threats join effort, they should be able to overthrow top one. Don't forget that any catchup mechanics might be used to produce smaller warrior alts quicker as well.
