Just to shed some light on what was said in Jorb's stream about the time, I've created a youtube link to where he mentions when W10 will launch:

he says: "I'd say Saturday afternoon UTC. But... or Saturday evening UTC perhaps, even. But... yeah, or early evening or whatever. But yeah, some such for sure."

So no specific time involved, but 16:00 UTC is a fair time, unless there's somewhere else in the video he mentions this time.
