can you claim questgivers ? do questgivers change over time ? the questgiver is the same for all players in the area ? or a rock will simply call out and tell me to go molest some sheep and then tell the tree about it ?

In terms of game developement, is there an option planned to discard active quests (for some minor penalty or for free), or do they expire over time?
