Will consider the funeral thing. We're trying new things, so there's bound to be some misses. Feel free to suggest improvements on the idea. Could be 10% back, could be 5%, could be way more expensive, could have some other caveat, &c&c.

Materials for the Cape, anyone?

Was super excited>logged in>abandoned current broken quest>began a new one>led me on a 2 hour goose chase>cursor randomly points me back in the direction I came from>figured it was bugged>abandoned it>started a new one>found the quest giver>took me right back to the first quest that was broken...

Try not to cry...

Cry A Lot :( :(

On the plus side, I'm sure Jordan Coles is here to drink up all my tears. :D

This and hopefully they aren't all directly violence oriented. The point is to want noobs around experienced player settlements for them to want to be around you as well. Some flat non percentage bonuses would be best I think to encourage noobs.

There should be lots of buffs to choose from and perhaps be separated into economy and military so you're not at a dissadvantage if you're facing a militant only buffs kingdom while you want to keep peasants around. And to make things awesome there should be wonder like buildings that will enable the activation of buffs. Simple stuff should be small but big stuff should be expensive. What I missed from earlier days of HH was big projects.

Royal Windmill, near instant grind of barrels of flour if you bother going to it and it provides a realm wide 30% grain production.
Royal Smelters, big smelters that don't use fuel (lava operated or whatever) realm wide increased smelting yelds (has a slot for coal for q purposes not to mess the formulas)
Royal Fisheries, ponds you can populate with the type of fish you want, provides constant deterministic fish output, realmwide increase in fishing chances (from repopulation)
Royal Bakery, same as smelters only with pies realmwide fep bonus from baked items
Royal Orchard, fruit trees in the orchard provide fruits over time without need to replant. realmwide fruit trees bonus products.
etc...

You could make royal funeral require player to build way more expensive building, like tomb or something that would require precious metals and other hard to get materials as well as exp. Plus it would look cooler than a regular grave.

no (sane) amount of gold or silver is worth 30% skill value of a good character. With the right infrastructure you can get cupboards of gold in just a few days.

I think the 60% refund we had before this patch was already too much. People don't realise that death is a great equalizer, everyone is going to die eventually, no matter how good is your character you gonna have to start from scratch someday, why remove that? If you want this state funeral thing so much it should be at the cost of the regular funeral. Let's say you get 5% for the skull and 15% for the skeleton for simple funeral, or 10% +20% if that's a state funeral, makes much more sense.
And then there's that idea I've had for a while, what if there was some kind of ritual, that would turn you into a berserker. Once you're a berserker(it has to be a good character to become one), if you die you lose everything, 0% refund no matter if you're buried or not, can also make you permanently outlaw and/or some other penalties like you have to drink toadstool decorations to stay in shape or something, but at the same time if you kill someone they can not inherit their stats too(or make it really low, like 10% for a state burial). And of course this thing would be permanent, once you're a berserker you can not go back. It's not gonna hurt noobs since they usually can not get their dead bodies when killed, so I don't see a reason why to not have it.

Yeah, then wasn't it full permadeath in W8 and W9? How much of PvP did we have during the worlds that would have the permadeath you claim to love so much?
On the other hand, the legacy had much more PvP going because it did not hurt the players that much as it does nowadays. Moreover, with the level caps removal keeping the permadeath as it is now is just plain dumb. Weaker players will never be able to kill the strongest one. Even slightest stat difference grants considerable advantage to the player that has more stats and etc.

yeah, legacy had much more PvP going on because it was fun to play hit and run with your vermin hordes of nabs, because the combat system allowed that. Not anymore, this combat is dull and imbalanced, and quantity rules over quality, every real pvp'er said that. You're not a real fighter lady boobo so just step away form this discussion okay?
