Has always 50% chance to hit. When miss, Cooldown doubles.

Hmmmm, so now I looked at what I wrote, and I came to the conclusion that maybe it is too complicated for Hafen. It might be worth considering for simplification ...
Anyway, I have some idea, maybe something will come to mind me enough sense to write.
