Here's how I read it:

If you started before this fix and claimed a localized resource, keep it untill the end of the world. If you started this world after the fix, screw you, you'll never put your hands on those resources because they'r already all claimed before the fix anyways!

I'm sad that I just found a salt basin filled with salt and a ice spire ready to be harvested, both claimed =(

Make an alt, make it look like some random, and then only transfer enough to your regular character so that it can't be tracked to your base.

Or wait about another month or so and the claim may run out of presence.

Could extend this to building houses, since now the "siege meta" is to lock the defenders gates using log cabins built just right to the gates so the defenders can't leave the walls to attack the aggressors.
