Just a post to moor then on. Something with soak that needs to be destroyed to steal them. Or make them deep-water exclusive and give us anchors or some keys.

Just something that makes the effort of stealing them not so disproportionate to the effort of building them.

a structure that can only be built on shallow water like a palisade so we can create harbors for them, big gate etc.

Chains as palisade for water is a good idea. It has historical precedent and it's expensive enough.

Maybe you could carry away some elements of the knarr, so someone willing to steal it would have to carry sails, rule and etc. in order to make it functional. 'Additionally, a knarr could require to repair it with some amount of taar sticks before using.
Just make stealing them less spontaneous and more effort-worthy.

As others have pointed out already, mooring would be a decent option.
Essentially just a hitching post but for a boat.
Would at least make it so people require vandalism to steal it rather than just theft, as they'd have to break the mooring post to take it.
Or something to that effect.
