An alternate approach could be increased chance of ore smelting to bars, benefit would cover entire Kingdom provided villages within had their smelters overland rather then the typical L1.
Also doesn't provide anything that couldn't be obtained by just mining and smelting more ore.

Obvious point is that the kingdom can only expand to where it can build cairns, and it can be hard to build cairns underground for random locations to boost the ore quality. My guess is that you're only going to bother with this where you find better quality ore at. Maybe you'll build cairns at request for villages in your area. Maybe I'm wrong and you're going to claim half the underworld, too?

Compare to the other bonuses. You are going to extend above ground to claim every village in sight (at least until you hit your authority limit and can't afford to maintain anymore. Anyone living, or at least active, in those areas will get the "above ground" bonuses--hunting, farming, etc.

I've been wondering about this, what does this actually do? I get a +10 Swimming where I'm at...I haven't seen anything that really describes it..

It buffs your effective constitution towards swimming, so if you have 60 Con and have +10 swimming, you have 70 Con for just swimming.

If you haven't seen it, it's the same type of bonus you get from the walrus cape.
