Nope ... can't say that as i have no clue about fancy new phones (mine is 20+yrs old) ;) ... but i guess it's more about the App (Browser) he uses and the (virtual) keyboard and it's settings ... probably you can have both types with it ...

if nothing else helps :P

Yes you are right I don't know why that happens on my phone, the quotation marks look the same as they do here before you type them out but then change after I've entered them in to the post. I only had to do that manually because quoting a gigantic post and then trying to delete all but one specific section on mobile is really quite a chore.
