Operating system upgrades aren't really going to fix anything unless there's a bug in a driver or other system software. Not sure why anyone is expecting this to change anything.

I do know the proximate cause of the lag (I/O contention), I just don't know the root cause (what causes higher I/O now compared to eg. World 8).

Please enlighten us, so we can have fun speculating about the root cause - and you fun watching us poking in the dark.

My money is on it either being midges and/or bees (the patrolling ones) or the wolf AI running in circles.

I'm gonna throw out a wildly wrong guess and say someone programmed some shitty bots that are unintentionally DDoSing the server with their requests ingame.

Wouldn't be impossible that some new feature in some maybe private client would cause lag. Wouldn't be first time.

a broken AI can definately cause an issue like this

eventhough the games are completely Rimworld had an issue with paws causing massive lag if they built themselves into a corner. the AI would freak out trying to path a million diffrent way but getting nowhere. So yeah i could see someones bot having an issue or making calls to the server to harvest a resource to fast.

I think, if it is somehow related to bots, Loftar would see the increased amount of requests sended by them to server, so he wouldn't guess but know the reason... and that's why i think that the reason is somewhere else.

As a rule of thumb, everything that makes life easyer and less boring/grinding for players is a great idea. Everything that makes the game harder is crap coming from sadistic tendencies of Jorbtar helped by the few players with the same kind of disorders.
