I'm going to say it's probably not a good idea to remove it all together, but it could definitely be made a bit more lenient.

It's not really a "band-aid", it's a fairly necessary step to combat utterly packet-bombing the server. However, the ctrl-shift-click transfer function in the default client does not trigger this behavior, so I suspect this is mostly a custom-client issue.
