Yeah i've tried making everything multiple times, no dice.

wtf no party hats? what do we need to make, birthday cake?

I have every skill, I have made maps, with ink I made, on parchment I made, I have picked up poppies I grew, I have made some birthday cake, and I can't make a party hat either. What more do you want of me?

Hop on one leg and chant "Homnahomnahomnahomna" five times fast. Probably be as effective as doing things completely unrelated to the party hat--like swimming a river.
