They were not placed on black tiles while the Gouda fermented, and I do not believe any of them have ever been placed in black areas (or if so, only very few of them)

It doesn't matter, all my racks are in black space.

Have you tried using a different building? Could be that the building itself is bugged.

I got both gouda and BBC from racks in the same cabin before mansions were ever put in. I also remember Phae telling me he got the same problem from racks in cabins.

Trust, if i didn't have this problem i would be using indoors to ferment cheese to BBC because maintenance on 100+ outdoor racksis a btich regardless of civ levels.

There were times I thought it might be this, but others I was sure it was not. Furthermore, cheese does not continue to the next stage unless removed and replaced regardless of how long you leave it on. I've tested this =P

that's odd then. i've yet to get any gouda except for a few trays someone put in the wrong place.
