Cannot plant wheat?

Cannot plant wheat?

I have Farming, Baking, and Yeoman skills, but I get no option to plant wheat. I do get an option to plant grass and to plow fields. I also have clothmaking skill, but have no ability to plant flax seeds either.

Bug, or am I missing something?

Plow Tile, hold a seed, right click on the tile.
