Why i can't craft Party Hat?

Object(s) Required: Parchment x2, Ink (0.5 L), Poppy Flower x4, String x2

I learned The Symbel, after that I picked up Poppy Flower from my field, picked up new strings, crafted perchament and Ink.

But I does not see Party Hat in craft menu

Why?
