Someone said somewhere; log in and out of forums. I did once, and worked. Try it next time it happens!
Do you want see right through the devil's eyes?
You must have seen the ground where they all stood before
I was a young man then, I was a young man then
Spending my time on the killing floor
Be more than you seem to be
Joy of labour sets you free.

It actually does work.
How curious, crashed testing a new client, wouldn't let me in, tried this, worked.

Seems like it shouldn't work, but the game account and you forums account are definitely tied together (when you log in to play using the JNLP version it also logs you into the forums).

yeah i discovered this when i was first starting in W2 and the server crashed occasionally.
I was an uber nub and would always

logon forum -> play button

so when this bug happened to me the first time i got confused and annoyed... then i noticed behind my game window the log out button for the forums....
i figured i tried everything else so why not xD
logged out and logged back into forums and restarted client and voila, i can log in again :D

and yeah check out your account page, it lists all your game characters
very closely connected indeed :o
