catch reek of theft - i cant see it but a friend is able to

a friend of me ~16 perc and 1expl can see reek of theft.
i have much higher stats and cant see that reek of thefts. we are both on friends claim. he still can see it, but iam not.
tracking is on. i also go in a house and turn it off/on. still cant see it.
why ? we NEED this scents to kill that fucking theft!!11
