Cannot make mine hole

Our little village has just come up in the world...or it WOULD, if we could make a frickin' Mine Hole.

I'm one of three people with Prospecting and Mining, and none of us can make the hole. Only one of us can work with leather.

Do you need to have Discovered everything required for a Mine Hole before you can build it and start mining?

i believe it was 'making hardened leather' that opened the build recipe for me - failing that make sure you have found rustroot and actually prospected at least once
